 UNIT 17: SDG 16 – PEACE, JUSTICE AND STRONG INSTITUTIONS


17.0 Introduction

Peaceful societies, access to justice, and strong, accountable institutions are the foundation for sustainable development. Without them, no meaningful progress can be made on reducing poverty, protecting the environment, or ensuring equality.

Sustainable Development Goal 16 (SDG 16) aims to promote peaceful and inclusive societies, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels.


17.1 Objectives

After studying this unit, learners will be able to:

·         Understand the enabling nature of SDG 16.

·         Identify its linkages with other Sustainable Development Goals.

·         Recognize key targets and indicators under SDG 16.

·         Assess India’s progress and institutional mechanisms toward SDG 16.

·         Analyze global and national trends regarding peace, justice, and inclusion.


17.2 SDG 16 as an Enabling Goal

SDG 16 is often referred to as an “enabler” of other goals. Without peace, justice, and strong institutions:

·         Inequality grows

·         Development stagnates

·         Environmental goals remain unachievable

17.2.1 The Need for Good Governance

Good governance is the backbone of SDG 16. It ensures:

·         Rule of law

·         Transparency and accountability

·         Participation of citizens

·         Reduction of corruption

·         Protection of rights and liberties

When governance fails, people lose faith in institutions, and development becomes unsustainable.

17.2.2 Linkages of SDG 16 with Other SDGs

Role of Government:

·         Enacting laws that ensure justice and equality

·         Strengthening law enforcement agencies

·         Establishing human rights commissions

·         Promoting e-governance and transparency

Role of Society and Civil Groups:

·         Empowering marginalized communities

·         Advocating against corruption and injustice

·         Promoting legal awareness and human rights

·         Partnering with government in monitoring service delivery


17.5 Achievement of India in Sustainable Development Goals

India has made significant progress under SDG 16:

·         Legal identity: Over 99% of adults have Aadhaar.

·         Electoral inclusiveness: Strong democratic processes with increased voter turnout.

·         Digital governance: RTI Act, e-courts, and Digital India initiatives.

·         Police modernization and creation of fast-track courts for women and children.

However, challenges like case backlogs, prison overcrowding, and violence against marginalized groups persist.


17.6 India’s Participation in the Formulation of Goals and Targets

India has actively contributed to the shaping of the 2030 Agenda for Sustainable Development through:

·         Participation in UN General Assembly processes

·         Involvement in Open Working Groups for SDGs

·         National consultations on localization of SDGs

·         Development of India-specific indicators through NITI Aayog


17.7 Institutional Setup in India

Several institutions and frameworks support SDG 16 implementation in India:

·         NITI Aayog – Monitors and publishes SDG India Index

·         Election Commission of India – Ensures free and fair elections

·         National Human Rights Commission (NHRC)

·         Lokpal and Lokayuktas – For anti-corruption

·         Judicial system – Supreme Court, High Courts, Legal Aid Services

·         RTI Act and Public Grievance Redressal systems


17.8 Status and Trends

17.8.1 Peace

·         India ranks moderately on global peace indices.

·         Decline in internal violence, but communal tensions and gender-based violence remain areas of concern.

·         Programs like Unnat Bharat Abhiyan promote peace through local empowerment.

17.8.2 Justice

·         E-courts, fast-track courts, and legal aid schemes aim to enhance justice delivery.

·         However, court case pendency, low legal awareness, and access to justice remain issues for the poor and marginalized.

17.8.3 Inclusion

·         The Panchayati Raj system, reservation policies, and representation of women and SC/STs in governance strengthen inclusiveness.

·         Yet, caste-based discrimination, religious intolerance, and gender inequality still exist.

·         Millions of children are now at risk of child labor and trafficking.

·         Armed conflict and civil unrest cause significant human rights violations globally.

17.9.4 Slaying of Human Rights Defenders

·         Over 300 defenders were reportedly killed in recent years for speaking up on environmental or indigenous rights issues.


17.10 Actions Needed to Catalyze the Progress of SDG 16

To accelerate progress:

1.      Strengthen Justice Delivery: Increase legal aid outreach, speed up court processes.

2.      Ensure Police and Institutional Reforms: Improve training, reduce abuse of power.

3.      Promote Human Rights Education: Integrate peace and civics in school curricula.

4.      Protect Whistleblowers and Activists: Enforce safety laws.

5.      Foster Civic Participation: Engage citizens in budget tracking and local governance.

6.      Leverage Technology: Use e-governance, RTI portals, and online grievance systems.


17.11 Let’s Sum Up

·         SDG 16 is central to achieving all other SDGs by promoting peace, justice, and institutional integrity.

·         It includes targets to reduce violence, ensure access to justice, and build accountable governance.
